People in the top dont see the people below, hampering their ability to see from their perspectives. Power currupts powerfully. And things can actually be much slower then a horizontal structure because of lots of rules and policies. And having to go up thechain to he approved. And on and on

Is a state necessarily non-horizontal though?  Because I’ve come across people who regard large horizontal organization as a state… also like what kind of power?
